After the strategy was fixed, the implementing phase deals with the organisational structure and conversion of the measures for the prevention and emergency precaution.
Organisation
For the emergency an independent organisational structure (shadow organisation) is to be established itself. The purpose of this organisation form is the unequivocal, quick decision-making in critical situations on the basis of less hierarchy steps. Further an independent escalation pro- cedure is defined for this emergency organisation.

BCM processes
To be able to hand over the day-to-day tasks after conclusion of the project into controlled operation, management processes are to be defined. These contain, for instance, clearly defined interfaces to the Change Management (Change service) or to the Staff Department (Awareness).

- Definition of the BCM management processes (control circuits)
- Definition of the interfaces between BCM and other processes

- Documented and communicated BCM management processes
- Documented and coordinated interfaces
Prevention / Precaution
This area encloses the implementation of the risk reductive measures. However, organisational changes can be necessary but also concrete investments in the infrastructure. On the one hand, events of damage or loss should be avoided (prevention), to the other precautions should be met for the time after an emergency (e.g., construction of an Co-Location, emergency delivery agreements...).
Purposes
- Reduction of the risks by implementation of defined measures
- Definition of the emergency resources (e.g., alternate work area)
Results
- Elimination of organisational inadequacy
- Elimination of infrastructural inadequacy
- The configuration and quantity of the alternate resources is defined
